Fagg served on the United States Court of Appeals for the Eighth Circuit from 1982 until his retirement in 2006. "We Have No Regrets" Honorable Richard F. Stageman served as bankruptcy referee/bankruptcy judge from 1962-1986 for the United States District Court in the Southern District of Iowa. Honorable Russell J.
