Case context: Plaintiff, a provider of medical services to participants in the Medicaid program, brought an action against the Department of Human Services and its director, alleging that the rates it received from the DHS under seven annual risk contracts were miscalculated and were less than the amounts to which it was entitled. Plaintiff appeals from a district court judgment entered in favor of defendants on its breach of contract, reformation, and promissory estoppel claims, and awarding attorney fees.
