The IT Manager’s role is to ensure the streamlined operation of the IT Department in alignment with the business objectives of the Judicial Branch. This individual will assist in planning, design, coordination, and direction of IT-related activities of the Branch, as well as provide administrative direction and support for daily operational activities of the IT department. The IT Manager will work closely with decision makers in other areas of the Courts to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the Branch. This person will also define and implement IT policies, procedures, and best practices. Areas of management responsibility will be Infrastructure Administrators, Oracle Database Administrators and Help Desk.
Participate in IT Department operational and strategic planning, including fostering innovation, planning projects, and organizing and negotiating the allocation of resources.
Benchmark, analyze, report on and make recommendations for the improvement and growth of the IT infrastructure and IT systems.
Assist in the management of financial aspects of the IT Department, including purchasing, budgeting, and budget review.
Assist in the development of business case justifications and cost/benefit analyses for IT spending and initiatives.
Assist in the development and implementation of all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.
Assist in the development of requests for proposal.
Assist Procurement Officer with negotiation and administration of vendor, outsourcer, and consultant contracts and service agreements.
Manage the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, hardware, software, and peripherals.
Oversee provision of end-user services, including help desk and technical support services; such as Software Development, Project Management, Data Base Administration, Application Support, and Procurement.
Work with stakeholders to define business and systems requirements for new technology implementations.
Direct research on potential technology solutions in support of procurement efforts.
Keep current with the latest technologies.
Approve and oversee projects and project portfolio.
Oversee asset management for IT hardware, software, and equipment.
Assist in the management of IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
Assist with the design and implementation of short- and long-term strategic plans to ensure infrastructure capacity meets existing and future requirements.
Minimum of 5 years related experience in at least one of the supervisory areas
Associate’s degree from an accredited college or university in a computer related field preferred, and 1 year IT experience and 2 years supervisory experience.
At least 2 years direct IT experience and 2 years supervisory experience. One year of college may substitute for a maximum of one year work experience.
Bachelor’s degree from an accredited college or university in business administration/management or computer science preferred, and 1 year IT experience and 1 year supervisory experience.
Strong technical knowledge of current network hardware, protocols, and standards; as well as network and PC operating systems.
Strong technical knowledge of software development life cycle.
Proven experience in the operation and analysis of database hardware, software, and standards, as well as data retrieval methodologies.
Extensive application support experience.
Proven experience in IT infrastructure planning and development.
Excellent understanding of the organization’s goals and objectives.
In-depth knowledge of applicable data privacy practices and laws.
Strong understanding of human resource management principles, practices, and procedures.
Strong understanding of project management principles.
Strong leadership skills.
Excellent written and oral communication skills.
Excellent interpersonal skills.
Ability to effectively prioritize and execute tasks in a high-pressure environment.
