The Project Manager/Business Analyst’s role is to plan, design, develop, execute and finalize projects according to agreed upon deadlines and within budget. This includes gathering and analyzing data in support of business cases, proposed projects and systems requirements; working with resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The Project Manager/Business Analyst is also responsible for generating and compiling reports based on the findings, complete with probable causes and possible solutions to systems issues.
This individual will apply proven communication, analytical, and problem-solving skills to help maximize the benefit of IT system investments. This individual will also participate in the definition of the project’s objectives and oversee quality control throughout its life cycle. The areas this individual will focus on include, but are not limited to state-wide Stats, Appellate Court processing and Data Grant reporting.
To learn and understand the business processes, issues and technical challenges of users and identify, gather and document the necessary requirements.
Review and edit requirements and specifications to identify weaknesses and suggest alternative options for consideration.
Ensure issues are identified, tracked, reported, resolved and resolution reported to the business users in a timely manner.
Work with business users to define, approve and communicate changes to the software development team as well as other teams.
Understand project plans and clearly articulate roles, project charter, project goals and timelines.
Acquire resources and coordinate the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan.
Define project objectives, milestones and manage quality control throughout the project life cycle.
Proactively initiate, develop and maintain effective working relationships with team members.
Understand expectations that were set with clients and recognize when issues/events may affect delivery.
Liaison between the business users and technology teams.
Associate’s degree from an accredited college or university in business administration, public administration, or computer science preferred, and 2 years relevant experience.
OR At least 3 years direct experience. One year of college may substitute for a maximum of one year work experience.
OR Bachelor’s degree from an accredited college or university in business administration, public administration, or computer science preferred, and 1 year relevant experience.
Experience with Criminal Justice Information System and the enterprise service bus is a plus.
Experience with project management methodology is a plus.
Must have experience in writing status reports for stakeholders and management and understand the differences in structure and content for each report.
Must have experience in organizing, planning and implementing complex business and information technology projects.
Must understand technical design specifications.
Proven background of providing great customer service and excellent oral and written communication skills.
Ability to work independently, prioritize existing projects and proactively determine areas requiring additional attention, monitoring, or maintenance.
Must have valid Iowa driver’s license and reliable transportation.
