Petitioner appealed from a district court ruling which affirmed on judicial review a decision by the Department of Public Safety requiring petitioner to register for life on the sex offender registry. Petitioner contends that, because it was erroneously determined in prior criminal and postconviction relief proceedings that he would only have to register for ten years, the Department should be precluded from requiring lifetime registration. The court of appeals affirmed. Petitioner seeks further review.
