OPINION HOLDS: Because the father has not seen the child since February 2017, has unresolved substance-abuse issues, and is incarcerated, terminating his parental rights is in the child’s best interests. The evidence shows the Iowa Department of Human Services did not fail to consider the child’s placement with the paternal grandmother.
