OPINION HOLDS: Because the Iowa Civil Rights Commission’s rules setting an emailing deadline of 4:30 p.m. improperly trimmed the 300-day window for filing complaints under the Iowa Civil Rights Act, we reverse the dismissal and remand for further proceedings.
