Judge Carr was appointed to the bench in 1995. Born in Des Moines, he attended University of Iowa where he earned his undergraduate degree in 1972. He earned his law degree from Drake University Law School in 1975. Prior to his appointment, Judge Carr was in private practice and served as Assistant County Attorney in Pottawattamie County and Clay County. Judge Carr is a member of the Iowa State Bar Association and the Iowa Judges Association.
