He contends the district court erred in concluding it lacked subject matter jurisdiction to consider his challenge to the Iowa Department of Corrections’ policy of not allowing a prisoner to participate in the sex offender treatment program (SOTP) until the prisoner was within a few years of discharging his sentence.
