Terry Coffman seeks further review after the court of appeals affirmed his conviction for operating while intoxicated. Coffman argues the public servant doctrine of the community caretaking exception does not allow an officer to effectuate the seizure of the occupants of a vehicle that is lawfully parked on the shoulder of the road with no discernable signs of distress. Coffman further argues article 1, section 8 of the Iowa Constitution provides greater protections from the public servant doctrine than the Fourth Amendment of the United States Constitution.
