Appellants appeal a district court order dismissing their certiorari petition challenging decisions by appellee City of Davenport Zoning Board of Adjustment (BOA) allowing appellee Annie-Ru Daycare Center to operate under a prior daycare’s special-use permit. Appellants contend the BOA never fulfilled statutory requirements for filing a written decision with written factual findings, and consequently, the district court erred by finding their certiorari petition was untimely under Iowa Code section 414.15.
