State of Iowa and Iowa Public Employment Relations Board

The plaintiffs filed a petition for declaratory and injunctive relief challenging the constitutionality of recent legislative enactments to the Public Employment Relations Act. The district court granted the defendants’ motion for summary judgment and the plaintiffs appealed arguing the legislation violates article I, section 6 of the Iowa Constitution and infringes on their right to freely associate.
