Defendants appeal from a writ of mandamus issued by the district court ordering them to comply with a public records request by plaintiff seeking information about violations detected by defendants’ automated traffic enforcement system and a subsequent order awarding plaintiff costs and attorney fees. Defendants contend the court: (1) erred in ordering production of records that are confidential under the Federal Drivers Privacy Protection Act, 18 U.S.C. § 2721 and following sections, and Iowa Code section 321.11, and (2 abused its discretion in awarding an unreasonable and excessive amount of attorney fees and costs under Iowa Code section 22.10(3)(c).
