Jason Bluml, who suffered an idiopathic fall onto a level floor at his workplace, appeals the district court’s ruling on his petition for judicial review that affirmed the decision of the Workers’ Compensation Commissioner. He argues: (1) his injury arose out of and in the course and scope of his employment; (2) because he has incurred a permanent disability, he is entitled to permanent disability benefits, penalty benefits, and medical expenses pursuant to Iowa Code section 85.27.
