United Electrical, Radio, & Machine Workers of America (UE) appeals the district court’s rulings on judicial review that upheld the Iowa Public Employment Relations Board’s (PERB) declaratory judgments regarding UE’s collective-bargaining proposals. UE argues PERB and the district court erred with respect to three of its proposals by interpreting “base wages” as only the minimum salary payable to an employee in the first year of a job classification or pay grade. UE also argues PERB and the district court erred in determining an arbitrator may review the then-current collective bargaining agreement because that interpretation plainly violates Iowa Code section 20.22(8).
