Michael Navarro Jones appeals following the dismissal of his application for postconviction relief. He argues the district court erred by dismissing his application for postconviction relief on grounds that it was barred by the statute of limitations, and he additionally argues that State v. Plain, 898 N.W.2d 801 (Iowa 2017), where the court abandoned the exclusive use of absolute disparity as a test for jury representativeness under the Sixth Amendment and permit absolute disparity, comparative disparity, and standard deviation analysis to be used, should be applied retroactively.
