Steven Struve appeals from his conviction for possession of a controlled substance (methamphetamine) with intent to deliver in violation of Iowa Code section 124.401(1)(c)(6). He argues the district court erred by denying his motion to suppress evidence because law enforcement officers conducted a traffic stop without a reasonable suspicion he was using his cell phone in a manner prohibited by Iowa Code section 321.276.
