Dennis Becher appeals from the district court’s dismissal of his application to modify sex offender registration requirements pursuant to Iowa Code section 692A.128. He argues he met the statutory qualifications and was considered a low-risk for reoffending, the analogous juvenile registration and modification statute requires courts to consider the likelihood of reoffending, the evidence showed he was not likely to reoffend, and the court abused its discretion by requiring him to provide a “persuasive reason” in favor of modification.
