Applicant appeals from a district court dismissing his application for postconviction relief concerning his 2005 convictions of first-degree murder and attempted murder. Applicant contends: (1) the court erred in dismissing his application as untimely; and (2) his life sentence constitutes cruel and unusual punishment under the federal and state constitutions because it is grossly disproportional considering the circumstances of the case, including his youthful age at the time of the offense.
