Defendant, a juvenile at the time of his offenses, appeals from the sentences imposed on his convictions of four counts of second-degree sexual abuse. See Iowa Code § 709.1(1), 709.1(3), 709.3(2). Defendant asserts the district court erred by failing to recognize it had discretion under Iowa Code section 901.5(13) to suspend the special sentence of life-time parole, see Iowa Code section 903B.1, and the sex offender registration requirements of Iowa Code chapter 692A. Defendant also contends the court erred by not finding sex offender registration requirements imposed for offenses committed when defendant was a juvenile constitute cruel and unusual punishment in violation of the federal and state constitutions.
