Joshua Venckus appeals from the district court’s order granting the motion for summary judgment filed by the City of Iowa City and its employee, Detective Andrew Rich, and dismissing Mr. Venckus’s claims. Mr. Venckus argues the court erred by finding Iowa law does not permit constitutional tort claims against municipalities, recognize claims for damages under article I, sections 1 and 8 of the Iowa Constitution, or provide for a claim of malicious prosecution for an alleged act or acts of continuing or encouraging a criminal prosecution where probable cause existed at its inception but allegedly dissipated upon the discovery of certain exculpatory evidence.
