Case No. 23-0160

Iowa Supreme Court Attorney Disciplinary Board,
v.
Mike Mulamba Mbanza

The respondent contends the Grievance Commission (1) erred in finding the United States Citizenship and Immigration Services (USCIS) is a tribunal; (2) erred in finding respondent made a misstatement on a document filed with the USCIS; (3) erred in finding respondent did not take reasonable remedial measures to address the alleged misstatement on the document; (4) erred in sanctioning respondent and deeming admitted the Board’s requests for admission; and (5) erred in failing to dismiss the Board’s complaint as defective when it lacked the signatures and sworn certification as required by rule 36.1(2). Additionally, the respondent argues the Commission’s recommended sanction of a 30-day suspension and additional CLE requirements is not appropriate.
