In his appeal from a judicial review action, the petitioner challenges the district court’s conclusion that he was required to register as a sex offender while his criminal case was on appeal. Iowa Code § 692A.103 (2015). The petitioner contends a criminal defendant is not required to register as a sex offender during the pendency of his criminal appeal when his probation is contingent upon the completion of his term of imprisonment and the underlying criminal judgment has been stayed by the posting of an appeal bond.
