Kaitlyn Johnson appeals from a ruling granting Humboldt County’s motion for summary judgment and dismissing all claims against the County based on the public duty doctrine. Johnson contends that the public duty doctrine should be abandoned as it is inconsistent with the Iowa Tort Claims Act and the Restatement (Third) of Torts. Johnson argues that even if not abandoned, the public duty doctrine does not apply in this case.
