The City of Des Moines seeks further review after the court of appeals reversed the determination of a hearing officer that a dog, Pinky, was properly declared a dangerous animal pursuant to Des Moines Municipal Code section 18-196(6). The City argues the court of appeals erred in finding the ordinance unconstitutionally vague. The City further claims the court of appeals applied an improper standard in interpreting the ordinance.
