Appellant appeals from a district court ruling entered on judicial review of a decision by the workers’ compensation commissioner following the remand ordered in Evenson v. Winnebago Indus., Inc., 881 N.W.2d 360 (Iowa 2016). Appellant contends the district court erred by upholding the commissioner’s decision to deny imposition of penalty benefits for appellees’ delays in payment of healing period compensation and permanent partial disability compensation.
