Kayla Haas appeals from her conviction for driving while barred in violation of Iowa Code section 321J.560. Haas claims she was subject to an impermissible pretextual seizure in violation of article 1, section 8 of the Iowa Constitution. She also argues reasonable suspicion did not exist to stop the vehicle because there were circumstances invalidating the assumption the owner of the vehicle was also the driver. Haas further claims trial counsel provided ineffective assistance and the district court denied her procedural due process when it failed to consider her reasonable ability to pay court costs and attorney fees.
