Defendants, the City of Davenport and its mayor, were granted interlocutory review of a district court ruling which denied them a summary judgment in litigation arising from the mayor's decision to remove plaintiff from the Davenport Civil Rights Commission. Defendants contend the district court erred in finding the mayor could only remove plaintiff for cause.
