Hollis Bear appeals from his conviction and sentence for domestic abuse assault causing bodily injury—first offense and criminal mischief in the fourth degree in violation of Iowa Code sections 708.2A(1), 708.2A(2)(b) and 716.6 (2017). He argues the district court erred in denying his motion to dismiss for lack of jurisdiction because he alleges recent federal legislation regarding criminal offenses that are committed on the Sac and Fox Indian Reservation by or against Indians divests the district court of jurisdiction even regarding cases that were pending at the time of the new legislation.
