Planned Parenthood of the Heartland, Inc., Emma Goldman Clinic, and Jill Meadows,
v.
Kim Reynolds, ex rel. State of Iowa, and Iowa Board of Medicine,

Respondents appeal from a district court ruling denying their motion to dissolve a permanent injunction barring enforcement of Iowa Code chapter 146C (the “Fetal Heartbeat” law). They contend: (1) the court erred by failing to recognize it had inherent authority to modify or dissolve the 2019 injunction based on a substantial change in the law; (2) the decisions in Planned Parenthood of the Heartland, Inc. v. Reynolds, 975 N.W.2d 710 (Iowa 2022), and Dobbs v. Jackson Women’s Health Organization, 142 S. Ct. 2228 (2022), constitute a substantial change in the law and the court abused its discretion by refusing to dissolve the permanent injunction; and (3) rational basis review is the proper test for assessing the constitutionality of laws regulating abortion under the Iowa Constitution, and Iowa Code chapter 146C survives such review.
